
Doctor of Law, Honorary Member of the Union of Architects of Russia, Head of the Construction Forensics Laboratory of the Russian Federal Centre of Forensic Science of the Russian Ministry of Justice where he has worked since January 1991. He holds a tertiary degree in Engineering and Technology and has published over 250 works including monographs, encyclopedias, textbooks, methodological recommendations and methods of solving expert tasks, and scientific articles.
Since joining the staff of the Russian Federal Centre of Forensic Science of the Russian Ministry of Justice Anderei Yu. Butyrin has completed over a thousand forensic investigations, both individually and as part of expert commissions. His most significant cases include:
– “Transvaal Park” health and fitness center (Moscow, investigated event – collapse)
– Basmanny Market building (Moscow, investigated event – collapse);
– Astrakhangazprom office center (Astrakhan, investigated event – theft);
– buildings of “Biek Tau” logistics park (Kazan, investigated event – collapse);
– “Admiral” shopping mall (Kazan, investigated events – collapse, fire);
– buildings of the Far Eastern Federal University (Vladivostok, investigated event – theft).
In 2009 Andrei Yu. Butyrin joined the faculty of the Moscow State Construction University as Professor at the Department of Real Estate Organization and Management.
2 Master’s theses and 3 theses for a Candidate’s degree were successfully defended under his guidance. He is credited with introducing a new discipline into the tertiary curriculum: “Foundations of Construction Forensics”; as it developed further and divided into separate disciplines, it was included into educational programs of several dozens of Russian institutions of higher education. He has prepared, published and implemented 15 working programs for corresponding training courses, as well as course syllabi and lecture content for bachelor’s, specialist’s and master’s programs.
Graduates of the Moscow State Construction University trained by Andrei Yu. Butyrin enrich the staff of state forensic institutions. Andrei Yu. Butyrin is Head of the master’s program “Construction Forensics and Real Estate Valuation” and of the continuing professional education course of the same name. In 2015, a master’s course for this discipline was accredited by the Royal Institution of Chartered Surveyors. Employees of the Russian Ministry of the Interior were successfully trained under this program, which made it possible to staff the first construction forensics divisions in the system of forensic institutions of the Russian Ministry of the Interior.
Andrei Yu. Butyrin has been awarded with medals of the Russian Ministry of Justice, Russian Ministry of the Interior, and diplomas and acknowledgements of the Russian Investigative Committee and other agencies.
